Meeting of Tripartite Commission of Social Partnership
The presentation of the report studying the current conditions in Mindeli Mine was conducted today at the premises of the Ministry of Internally Displaced Persons from the Occupied Territories, Labor, Health and Social Affairs of Georgia. The members of tripartite Commission heard the recommendations to be implemented in Mindeli mine with purpose of observing safety regulations. The report is prepared by independent German company DMT as commissioned by the Ministry of Internally Displaced Persons from the Occupied Territories, Labor, Health and Social Affairs of Georgia. The Minister of Economy and Sustainable Development attended the meeting. „We discussed the matter of reopening Tkibuli mine. As you know the mine had been suspended after the accident. Subsequently, a very strict monitoring was imposed in terms of labor safety, including the monitoring executed by the Labor Inspection Department of the Ministry of Internally Displaced Persons from the Occupied Territories, Labor, Health and Social Affairs and technical supervision of the Ministry of Economy. A very comprehensive resolution was elaborated. It is important that a new investor fully agrees with the report and is ready to prepare a concrete action plan with involvement of the same German specialists as per our recommendations. With their aid we will be also involved and will monitor implementation of the concrete plan”, - stated Natia Turnava. According to the Deputy Minister of Internally Displaced Persons from the Occupied Territories, Labor, Health and Social Affairs of Georgia, Tamila Barkalaia, in terms of safety of Tkibuli mine, the most important are the system-related recommendations. „The conclusion of German experts was made with involvement of Georgian experts. The most important are the system-related recommendations, which concern introduction of safety and risk assessment systems, including technical issues, such as setting of elevators, re-training, informing and equipping of personnel.” In addition to the members of tripartite Commission, the meeting was attended by the representatives of DMT and new owners of Saqnakhsiri. „We have visited the site several times and conducted study. I personally studied existing situation and after that the report was developed. A new report will be elaborated soon. The new sites of production will be under the focus. We will pay special attention to the issues of violation of safety norms and will monitor the implementation of corrective measures. It will give a guarantee of implementation of safety norms at the mine”, - stated the representative of DMT, Stephan Peters. The representatives of Steel International Trading Company noted that they will continue cooperation with German company, which will permanently follow up implementation of labor safety norms at Mindeli mine and will issue the recommendations. „To some extent, our company has already undertaken strides aimed at eradication of deficiencies. We have invited German company to develop a new conclusion on the progress made. In parallel, we have invited Turkish specialists to develop behavior rules and to assist in terms of explosion management. They are expected to complete work before the end of the week. German specialists will prepare a document before the end of the year. The document will describe issues to be corrected and the monitoring will be continued by the specialists. The staff will be also trained on labor safety. The next stage covering the period of 2 years, envisages introduction of new technology in coal mining.”, - stated the representative of Steel International Trading Company, Alexander Chochia. The meeting of tripartite Commission was attended by the Deputy Minister of Economy and Sustainable Development of Georgia, Georgia Employers Association, trade unions and other members of the Commission.
